I am not familiar with Linux kde 4.3.  I will just tell you what I know with Ubuntu, Xandros, and OpenSuse.  If you already have Win xp already installed, just boot up the system using your Linux install cd and see what options are available, and go from there.  If you start from scratch, boot up the Linux cd first and and use it to partition the hard drive.  Use one partition for Linux and another for Windows.  My Xandros os allows me to dual boot from the same hard drive.  This can create a problem if I have to reinstall Windows for whatever reasons.  A safer and easier way is to install your Linux os on one hard drive, and Windows os on another hard drive.  That way you can make a clean reinstall on one os without affecting the other.
