If you want to enlarge a document, you should choose maximum resolution when scanning.  HP may default to 200 dpi.  I typically scan at 300 dpi. You may have options for 600 dpi.

If you have scanned a document, and want to view it enlarged, you can use Paint or some other picture viewer, and choose the Zoom.  If you want to print it enlarged, Paint will let you do that at Print, Page Setup.
