Attach a bracket to the top of the case with a couple of screws and then to the wall into a stud. Many new grandfather clocks come with a zip tie screwed to the top of the case and the opposite side has an end that a screw is passed through then into a stud or a auger type wall anchor.

Depends on how old he is...if he is able to rationalize. If he's not...then a spank on the hand and a "NO, that will hurt you"...would be sufficient.
