Since the literal translation of the Latin word Pastor is "Shepherd", it might be Jesus.  In John, He calls Himself "The Good Shepherd".

The word pastor is found, in various applications, 173 times in the Old Testament.

I'd agree with you, but then we'd both be wrong.

Your translation of the Latin may be accurate, but neither the old nor the new testaments were written in Latin.   It might seem more practical to discover the Hebrew and/or Greek word for pastor and back track from there.
