What is the best country to set up an offshore company?

I want to use an offshore company to minimize taxes. What you think is the best country to incorporate in?

More and more foreign companies have been outsourcing in the Philippines because the country has high literacy rate, the people are good English speakers, labor cost is cheaper yet the quality of work is not compromised, and the government supports BPOs so much!  Plus Filipinos are among the most hardworking, reliable and flexible people in the world!
