how long should a 14 year old be able to babysit a 12 and 8 year old? The place has no home phone and the parents are gone almost all day at least 9-4 everyday.
I think nearly eight hours of babysitting is too much for a 14 year old.
The children's parents need to make other arrangements and the 14 year old's parents need to put their foot down. It's great that their teen wants a job and is working to (presumably) be able to buy things s/he needs, but this is a near full-time job and neither the job nor the working conditions are appropriate for a young teen.
A mature 14 year old should be limited to babysitting no more than 5 or 6 hours at a stretch - and even that should be only on occasion. Regular babysitting gigs should be more on the order of 3 to 5 hours, at most.
(And yes, I babysat when I was a teen - from the time I was 12 through age 18.)
