Ceiling Fan Problem

I have a Hunter ceiling fan, when I pull the chain to turn on lights (2),they come on dim and blink every few seconds. I have dropped the ceiling canopy and checked all wire conections and the lower cover (lights) and they are all ok. The fan is hard wired to power (no switch), and there is no remote. Any suggestions
