Look around your house once very carefully.
Do ALL of your lights flicker on and off or does it only happen in one or two rooms?
If ALL of your lights flicker and your VCR resets all the time, then you probably have a defective breaker panel. It could just be a loose main breaker lug or you could be into replacing the whole panel.
If only one or two rooms flicker, then you might have one bad breaker which is not difficult to replace.
There should be a "legend" on the bottom of the breaker cover telling which breakers control what. They aren't always accurate.
If you have only one bad breaker, locate that breaker, cycle it twice or three times, and check the circuits. That will (rarely) fix the problem. If it doesn't then remove the cover from the breaker panel, trip the faulty breaker, push it to the outside of the cabinet, and it will come out. When it does, it is disconnected frrom the "stab" in the center of the box that feeds it power.
Be sure the breaker is all the way out before you detatch the wire.
Using a #2 blade screwdriver, unscrew the lug that holds the wire, and the faulty breaker is in your hand. Go to the hardware store, buy another just like it (particularly noting the ampere rating on the toggle) and reverse the removal procedure.
There is no need to call an electrician unless you have problems with the main breaker. If that is going, then you need to replace it, and that requires equipment only an electrician will be able to buy to replace it safely.
