I am putting a swimming pool in my back yard, i understand paying for the permit for the contractor; but should i or is it normal for customer to be responsible for paying for the business liscense as well?

Certainly not.  If this person is taking on a job, it is his responsibility to obtain his own licenses.  Of course, part of the cost of hiring him may be used for expenses, but not the entire obligation of obtaining a business license.

That would be like him expecting you to pay his entire phone bill, just because you called him on the phone.

I'd agree with you, but then we'd both be wrong.
