You should first go to your local library and volunteer to do children's book reading and promote your book to the parents, you can also go to local book stores in your city and go to the children's book department and look at the publishing agency contact information and write them a letter, asking them to publish your book, or to even take a look at it. One more suggestion, visit customer service at your local shopping mall and tell them you want to use a table a few days a month to promote your book. Its free. The best way to promote a book depends on a number of things...

How much time do you have (are you the author?)
Do you like public speaking?  would you want to read at schools?
Is it a fiction or non-fiction?  Does it have a tie-in to a particular location or activity?
Did you publish it yourself? or with a traditional publishing company? 
Who is the illustrator and are they interested in promoting the book as well?
