Hi,
The answer to both questions are no.  To boil means to bring to 100c.  Sure it will take more time to bring cold water to 100c than to bring hot water to the same temperature (assuming the same heating rates). 
Freezing means to bring to 0c. Sure it will take more time to freeze hot water than to freeze cold water (assuming same cooling rates).

cold water doesn´t boil faster, hot water does. However, hot water does freeze faster than cold water as if it is boiling hot, some may have evaporated in the process and less water freezes faster. It can be tested in the kitchen

The question was: does cold water boil faster than hot water and does hot water freeze faster than cold water?

So, if it takes longer for cold water to reach the same temperature as hot water, hot water does boil first and cold water doesn´t. And, hot water does freeze first under certain conditions, right? Therefore, the answers from the test given are possible taking into account certain variables, right? So maybe not everything is black and white...and not everything is always true...

Hot water boils faster because it is already began the heating process.

I argue with my bro-in-law over your second Q all the time.

Boiled and the COOLED water freezes faster because of the lack of air bubbles or some such... but you must cool it first.
