I cannot find AOL's 800 number on AOL.com. Can ypu give it to me?

Ever since AOL went to offering their email service for free, they do not offer any sort of help over the phone unless you have a pay account with them. Since the link you got in the email was not working, I think it is a good bet that it was in fact a "phishing" email. Since the link no longer worked, it would suggest to me that it has been shut down. I would suggest that you forward the email to spoof@aol.com If it is someone trying to get your password, AOL will send you an email thanking you for your help in putting a stop to these jerks that want your personal information. Most large reputable websites have the spoof address for just this reason. Such as spoof@ebay.com Any time you get a questionable email from what seems to be a legit site, forward it to spoof@ + the name of the site in question. They will then in turn reply and let you know if they did in fact send the email in question.
I tried to link to the url that was included in the email, but it was inoperable. I could not find a telephone number for the billing department at AOL. Do you have one that you can give me?
Did you enable the link in the email? Better yet, are you certain that it is from AOL? AOL email will usually have a very specific icon at the head of the message title. Try contacting AOL in some fashion other than through that email to get answers from them. It is possible that someone sent you a fake email to attempt to get your AOL password.
