Because Manny got caught taking the steroids after the rules had been set by MLB. When A-Rod did steroids there were no rules set in place, no penalties.

Well, he admitted to using "roids" before they're were punishments. What I mean is that they can't suspend anyone for something that at the time that he says he used it was not a banned substance at the time. Got it?.

A Rod admitted using substances before the ban... after his name was leaked from an anonymous list compiled by baseball and given to the government... Manny, however, was dumb enough to test positive THIS year which prompted the 50 game suspension.
