It's what is said when you pass a funeral procession. It's a blessing to the person who just died and it's in Hebrew.

It is in Hebrew:  ברוך דיין אמת    Now word by word translation:  "Baruch" = means "Be blessed".  "Dayan" = Judge. "Emeth" = truth.    And together: "Be blesses the judge of truth".  This sentance is said when someone passed and his family members say it to emphasize that even at their deep sorrow they still phrase G-d for his correct (true) decision.

It means "Blessed is the True Judge," meaning that all life and death decisions are determined by G-d, who is the arbiter of all things, and that all is ultimately for good.
