The very best place to look is www.repofinder.com .   It's a free list of links to Credit Union websites that offer repossessions for sale.

I went to a few bank repossessed and seized car auctions.
Cars that have been impounded by the police are usually in pretty rough condition.

You might want to look at insurance auctions and the dealership auctions - but be careful - where I live they often auction cars with a rider on the registration (serial) number that the car can not be repaired and put back on the road.

For bank repossessed cars or seized cars heck the sheriff's office website and watch the Public Notice section of the newspaper - generally speaking the law requires such things be published in the paper.

Where does all the money, cars seized by law enforcement go?

The ATF and the DEA keep what they seize, doesn't this only encourage corruption.
