It would depend on several things.
1. Who is directly in the line of succession? Usually a Dean, or Associate Dean, will take over as the Chancellor of the school. If we dscuss a secondary school or lower, then a Vice Principal usually moves up depending on who has seniority.
2. If the school has a poor reputation, the instructors are not up to par, or the school has disciplinary issues, then it can be time to bring in a new Principal from outside the usual line of succession.
In most Districts, the School Board will set salary offers and negotiate.
