When you change a fuel filter in a 1996 Chevy Cavalier is there a chance that air can get locked in the line causing it not to start?

Normally no... but if you think there is air in the system, turn the key on without starting the car and follow the fuel lines in the engine compartment until you see what looks like a valve stem cap for a tire.  This is a shrader valve to release pressure in the fuel system. Take cap off and take a small screw driver and push the shrader valve... Fuel should come out and relieve any air in the system.. CAREFUL FUEL WILL SPRAY OUT AT ABOUT 25 TO 40 PSI... If no fuel comes out, you have a fuel pump issue...
