By manufacturer design the A/C evaporator core located in the plenium chamber does not allow enough air flow to cross and lower the temperature around the core. Thus the case builds up a lot of moisture, which in turn forces moisture vapor to flow into the A/C ducts and into your car. I am not sure about this, but if memory serves me correctly, Ford did at one time have a manufacturer repair process which replaced the original small drain tube with a larger tube that allowed moisture build up to escape.
