dependson what you want to spend

Most light trucks and cars can get by with cheap tires in the summer but in the winter you want Michelin or Toyo snow tires.  Michelin has year-around tires so if you have a 4X4 you can usually get away with them.  I keep a spare set of Kumhos for my six-by with studs already in them.  That way if I'm heading over the mountains I won't have to chain up.  It can save a lot of time to swap tires where you have jacks, an air compressor, and an impact wrench already set up and ready.

Never let the winter catch you unaware.

How do I know when to replace my tires?

You should change the tires when the tread is worn; in the U.S. a good test is to insert a penny in the tread and if you could see the writing along the rim, change the tire. It is best to change a pair to make balancing easier.
