Have your vet check this.  Could be an infection.  I wouldn't place any medication near the eye unless instructed by a vet.

I would presume four adult dogs, and any number of puppies, as long as they are under 15 weeks of age and you have offered then for adoption through your local Humane Society. Have them spayed/neutered at two months.
