As far as I know, No state has actually made it a matter of official policy.
This is not however to say that individual law enforcement, and hireling agents don't themselves discriminate. And may simply "lose" an application of a person with a middle eastern sounding name.

Foolproof you say? Challenge excepted.

Andrew, apparently you know nothing of Civil Service procedure nor of statute.  While the abuses you cite occur very commonly in leftist liberal nations or where atheism afflicts the people, such has been ruled out by Equal Opportunity laws that eliminate all such practices.

 

In the future I suggest that you be a bit more rational.  Faith will give you the proven enlightenment to correct your misapprehensions.  Either that or extensive counseling. 

 

Learning to reason will be extremely difficult for you as you clearly espouse atheism.
