They are designed to run continuously. Of course you have to pay for every minute.

NO.  In fact, you should run it about 15 minutes per month during the winter when you don't need it to keep it lubricated internally.

Air conditioners do two things. They cool your house and remove humidity. When they are off even when you are not home humidity builds up in your home. The trade off is that when they are on while you are not home you are paying to cool your home when you are not there. Just turn your themostat to 76 or 78 when you are not home. This will allow your a/c to run for a limited time, remove humidity, and reduce operating expense.
