If you are referring to a bait and switch, it is a form of fraud in which a party putting forth the fraud lures in customers by advertising a product or service at an unprofitably low price, and then reveals to potential customers that the advertised good is not available but that a substitute is. In short, it doesn't matter how effect it is, it is illegal.

As an advertising professional with over 40 years in the business, I can tell you that an item in an ad with a strikethrough and marked sold is just plain dumb on the advertiser's part. Most consumers (at least the kind who actually have money to buy products and pay for them) are not easily fooled. Most consumers seeing such an ad immediately suspect "a worm in the apple" so to speak. Advertisers who engage in such practices usually get the customers they deserve, and the gullible people who fall for such dumb tactics usually get the products and treatment they deserve. Hopefully, they will learn from their lesson and not fall for the same pitch twice.
