I know I have a deficit of vitamin D, but it is too cold to go out and get some sun. I just saw one of the lamps they say help by providing the UV rays we need. Should I consider buying something like that? Do they really work?

Vitamin D is much cheaper that the lights that you are contemplating purchasing.

Excessive UV rays cause skin cancer.  Follow Jay's advice.  Take vitamin D daily (1000 mgs) and get a level drawn by your doctor.  You may need intensive therapy to get back to a healthy level.
