No. Intelligence is term used to describe a property of the mind that encompasses many related abilities, such as the capacities to reason, to plan, to solve problems, to think abstractly, to comprehend ideas, to use language, and to learn. There are several ways to define intelligence. In some cases, intelligence may include traits such as creativity, personality, character, knowledge, or wisdom.
  What is Intelligence?

Hold up, I don't think we should say no to this question right away. I'm studying Neurobiology right now and the thought crossed my mind. The occipital lobe at the back of the brain is the primary visual cortex. If you have damage to the occipital lobe, the eyes still work and still perceive light or transfers information to other parts of the brain. Since there is high plasticity in the brain, I think it could be possible that in order to compensate for bad vision, other parts of the brain work more efficiently, such as the frontal lobe which controls executive functions such as decision making and personality traits. If a brain develops with a less than satisfactory functioning occipital lobe, is it so wrong to consider that maybe the brain compensates this deficiency by powering more strength into the frontal lobe at the other side of the hemisphere?
