WHEN ARE NCDOT OFFICIALS CALLED TO INVESTIGATE TRACTOR-TRAILER ACCIDENT?  My husband was hit not once, but twice by an 18 wheeler attempting to enter the right hand lane.  Driver of 18-wheeler hit on driver's side near the rear up to the & including the back door.  Once (or I should say the 2nd time) hit, my husband spin out of the right hand lane in front of the tractor trailer.  How they missed there, I don't know.   As my husband was spinning toward the concrete wall lane divider, another vehicle then hit him on the passenger side on the brake lights.  This was actually very foturnate; this kept him from hitting the concrete wall.  The driver of the 18 wheeler continued up the road and finally pulled over.  Claimed he didn't know he had hit him; he saw a vehicle spinning in the road and decided to pull over.  Apparently from what the driver was just leaving out for a pickup or delivery out-of-state.  This 18-wheeler is an interstate carrier.  Husband said that the driver's eyes were red.  A city cop gave insurance information exchange.  This was supposedly a noninjury, nontowaway crash.  But what caused the driver of the 18-wheeler to come up from behind approaching my husband's vehicle and simply hit him (we know for certain the bumper).  Was he too sleepy; running illegal hours of service or have an alcohol or drug issue?  What constitutes DOT to come out and do a truck & driver inspection in this instance?  Thanks!
