I don't know about babies, but the temporary teeth are replaced by the permanent ones, and sometimes they get stuck, and have to be removed to allow the grown up tooth to grow as it should.

I had a problem like that, and they only found out that I have a tooth that was locked inside the gum when I was close to 18. I had to wear braces when I was pretty old, which wasn't great fun :-P
