The fact that you are the grandmother and are sitting online asking a bunch of strangers what to do sickens me. You need to contact the Police and Child Protective Services. They will handle the situation. As you are concerned, SHAME ON YOU. If I an trace this and find out the source of the original post, I MYSELF will make the phone calls.

I would tend to believe her for one reason. The boy's actions, driven by curiosity, are actually somewhat normal though they certainly need to be addressed. I don't feel that police or protective services are the answer. It's a serious matter, but not THAT desperately serious. This would end up punishing both the parents and the kids. But a psychologist experienced in sexual molestation and the like should be called in to address both your grand daughter and the boys. All of them need to be treated and the boys taught that what they did was very improper. And I imagine your grand daughter was probably terrified by two larger boys manhandling her in this way. Get the proper psychological help for all involved.

If a little knowledge is a dangerous thing, then that makes me a burning truck filled with TNT hurtling through a rocket fuel depot.
