In the 2010 fbc when do you use the nominal wind speed ?

Florida Building Code requires that wind generating structures meet their 2010 standards through 2020, particularly for offshore installation.  Basically they are telling us to go back to internal bracing, all 18-8 exposed metal and to install that much more robust systems.

The main problem they see is not collision with oceanic vessels, but accretion of windborne debris on the vanes and biological problems with the submerged cables.
