1940's 8mm film copyright

I have a 1940's black and white silent 8mm cartoon "Christmas Chimps" that was copyrighted.  How can I find out if the copyright is still in force and how to get permission go copy it to a dvd?

I found that the copywrite is now held by NBC Universal.  I have contacted them and asked permission to copy it.
