No.  Except for a few conditions such as if you are with a parent or guardian or if it is a restaurant.  An 18, 19 or 20 year old can't go out with his/her friends and watch them drink at the local taverns.  Licensed establishments are required to make sure everyone on the premises is of legal age.  It would be extremely difficult for an operator to remember who is of age if the bar is filled with several people underage.  Many fairs, festivals and such fence off designated areas; however, such areas are not required by state statute and vary by local ordinance.  State parks, campuses, bowling alleys are some exceptions to this rule, but for taverns, the anwer is NO.
