Yes they can. Some small town where every body knows each other. It's happened before.

Darned tootin.  I was a good leader and always chosen to lead in everything from 3rd grade on. 

I was one serious girl and I had some serious parents who seriously discussed world events with me and I began reading about WWI, WWII, Communism/Socialism and world history at an early age. 

My grandfather was a Consul for the Polish government and he was always fighting Chicago Politics.  His home was always filled with officials from all over the world and I loved the time I sat and listened at the table as they ate, drank and fought and I mean rowdily.
