you have to cut pvc pipe , it does not come apart. remove bad piece and get a double female pvc piece to replace. remember to get pvc glue, nothing else/

yes you can, first wash off siding with tsp, this gets rid of dirt, grime and green. Next you need to put a primer to for paint to adhere and no color bleed thru. I believe you have vinyl siding
