Employment conditions is the difference. Au pair girls participate in an international exchange, usualyy just for one year. Nanny girls are employed under ordinary employment conditions.

Answered: Can principals force teachers to wear uniforms?

Maybe in private schools. In other schools, such decissions would rather be discussed by the school board.
